2001-06-17 04:00:00 PDT Pisa, Italy -- The Leaning Tower of Pisa, the gravity-defying icon of imperfection, reopened yesterday, 11 years after it was closed to the public because of fears it might collapse.

The $30 million project to stabilize the 12th century tower and return it to the sustainable tilt of 163 years ago is being hailed as one of the great engineering feats of all time.

But some of those who worked on the project say the technical challenges paled in comparison with negotiating political minefields in a country that has elevated second-guessing to an art form.

Three of the 14 specialists originally appointed to the commission that figured out how to save the tower died before the project was completed. The commission itself was briefly disbanded in 1996, when the project was stagnating in the face of government apathy, widespread criticism and disagreements among the specialists on how to proceed.

But the specialists soldiered on, and two years ago they came up with a solution: removing soil from the high side of the tower's foundation so that it sank deeper and righted itself.

John Burland is the British professor who devised the system of removing soil that reduced the tilt by 16 inches, returning the tower to the stable lean it had in 1838. He demurs when people suggest he deserves most of the credit. Instead he lauds his colleague, Michele Jamiolkowski, the Milan-based engineer who headed the rescue team that labored through a half-dozen changes of government and constant criticism.

"Michele was born in Poland, but he has lived in Italy most of his life and he speaks Italian and understands Italians, especially Italian politicians," Burland, a soft-spoken, 65-year-old academic, said in an interview in his office at London's Imperial College, where he is a professor of soil mechanics. "Michele's ability to keep this commission intact until we found a solution was a monumental achievement. The engineering was relatively easy compared to the politics."

Burland and the others on the team did more than save a bit of history. They have saved Pisa itself, a sleepy college town of 98,000 whose navy dominated the western Mediterranean 1,000 years ago. Now it depends heavily on the tourists who flock here to see one of the world's quirkiest structures.

Alexander Canestrelli, who works for the local tourist board, said some estimates place the number of visitors to Pisa at 10 million a year, although the board cites the more conservative figure of 5 million to 6 million. He said the numbers remained constant, despite the tower's being closed for 11 years.

"Most people come to look at the tower, not to climb it," he said. But if the tower collapsed, he added, "it would be a catastrophe for Pisa."

ANCIENT SEAFARING POWER

Pisa has 40,000 students at its three universities, which date from a time when Pisa's maritime power made it host to a cultural and scientific revolution. One famous Pisan, Galileo Galilei, conducted his experiments on velocity by dropping objects from the top of the tower.

Galileo put Pisa on the scientific map, and centuries later Pisa turned to science to save its tower -- and its economy.

A millennium ago, Pisa was one of the world's most powerful maritime forces, and the city's fathers decided to honor themselves by putting up a trio of impressive buildings in the Campo dei Miracoli, or Field of Miracles. The tower was originally envisioned as a complement to the Duomo, the elaborately layered cathedral that was built in the 11th century, and the circular Baptistery, which was begun in 1152.

Shortly after construction of the tower began in 1173, the sandy soil of the estuary began to shift, causing the tower to lean. The builders paused briefly, but, typical of the can-do Pisans of the time, they decided to press on. The tower, eight stories and 187 feet high, was completed in 1370.

Over the centuries, its tilt grew incrementally, but it was never really in danger of falling over until 1838, when someone Burland describes as "a mad architect" dug a walkway around the tower, weakening its foundation. In 1934, an Italian engineer named Girometti tried to stabilize the tower by drilling 361 holes into the base and filling them with mortar, but this caused the tower to lean even more.

In 1990, after warnings that the tower could collapse, the government reluctantly closed it to the public and appointed a commission of 14 specialists, including Burland and three other non-Italians, to save it. Some argued that the tower had survived 800 years and should be left alone. But Jean Bathelemy, a Belgian architect on the panel, said that was not an option.

"If we hadn't acted, it would have fallen over at some time by 2050," and probably a lot sooner, he said.

Paolo Venetti, a waiter in one of Pisa's 150 restaurants, said Pisans were terrified at the thought.

"It would be a ghost town," he said, shuddering at the thought.

More than 1 million people were estimated to have climbed the tower during the 20th century, worsening the tilt but keeping Pisa's hotels, restaurants and souvenir shops in business.

"Let's face it," said Vanessa List, a tourist from London, after she surveyed the tower. "There is no other reason to visit Pisa."

Burland said he and the other engineers were keenly aware of the tower's importance to Pisa's economy. He said, "This was as much about saving a city as it was about saving the tower."

But as Burland and his colleagues brainstormed over how best to right the tower, they were being constantly criticized and second-guessed by the finger-pointing Italian press and politicians from outside Tuscany who derided the effort to save the tower as a pork-barrel scandal. In fact, Burland and his associates worked at cut-rate prices -- Burland said he charged the Italian government 5 percent of what he would earn in the private sector, clearing about $500 last year.

The tower, one of Italy's most famous landmarks was closed for restoration 11 years ago, after the authorities decided it was leaning too far for tourists to climb safely.

About $25m has been spent on engineering work to reduce the eight storey building's tilt to what it was in the 18th century.

Experts say that by the time the tower opens to visitors, its inclination will have been reduced by almost 40cm - imperceptible to the eye but essential for its stability.

"Eleven years of work are not that much when you consider it took 200 to build the monument in the first place," Italy's Public Works Minister, Nerio Nesi, said announcing the November reopening.

Before it closed, the Tower of Pisa was visited by more than a million people a year.

Now, visitors will be able to climb the monument in groups of 30 with a guide, after paying about $12 admission each.


Its new inclination should keep the tower safe for another 300 years, says Professor Jamiolkowski.

When the building reopens in November, visitors will be allowed to walk up to the top and step out onto the circular balconies on the second level.

The soil underneath its foundations began sinking soon after construction began in 1173.
